City Decrees:

1. The daubing of slogans on derelict buildings now carry severe penalties.

2. Lord Neverember has has given a charter to Lord Bladeshaper to raise a militia for the continued protection, guarding and security of the Triboar Trail and the new shire of Phandalin.

3. It is a serious offence to leave cadavers outside the cemetery gates. They must be booked in with the correct paperwork from the Ministry of Burials.

4. Due to the increase in public works being carried out there will be a tax increase on all citizens.

From the Protectors Enclave District:

The sharp rise in trade with Triboar and beyond has slowed to a trickle as the winter snows have come early and with it the difficulties of trade caravans getting through. There will still be trade as mule companies have reported higher than usual sales as merchants are expected to switch from wagon to mules for conveyance.

The Docks District - Neverwinter fishing fleet:

With the fishing season nearing a close there has been a slight increase in fish being caught as new fishing grounds were located.

Blacklake District:

After The Council failed to raise sufficient funds from private enterprise for the rebuilding of the area to the south of the Blacklake District, a mysterious donner has come forward and handed over a large sum of money for this worthwhile city project.

The River District: 

Work is now progressing to upgrade buildings along the length of the river after the successful restoration of the bridges.

High Sherriff of Phandalin: 

Lord Arlon Bladeshaper has taken up his post as the newly appointed High Sherriff of Phandalin. Although he is not expected to take over in person until next spring. Work on Tressedar Manor continues and a full restoration should be complete before Lord Bladeshaper is sworn in officially.

White Dragon:

Phandalin is a boom town, Not only with the opening of the Triboar trail but with an influx of erstwhile adventurers seeking to find and get rid of the mysterious white dragon rumoured to be in the area. Lord Bladeshaper has quite generously put up a reward for anyone who brings him the head of the white dragon.
